1. Open up a command prompt by selecting "Start" and running "Command Prompt" or "cmd". If you are not logged in with an account with administrator access and are running Windows Server 2008, you can right-click and select "Run as administrator" to run the command-prompt as an administrator.
2. At the command prompt, type: "iisreset" without the quotes.
3. This will attempt to restart Internet Information Services. Once Internet Information Services has restarted, the command prompt will return.
