View Only Access for Report Generator

Is there a way where some users can view and run custom reports, but not create or modify?

There are 3 levels of permissions restriction when it comes to reports: 1) Full access to report generator, custom reports and common reports, 2) access to common reports and 3) no access to reports. Permissions are based on the role that the user is assigned and so any changes need to be made to the role. If you don't want to alter the permissions for all of the users with that role, you can create a custom role and assign it the to the user(s) in question.
 
Unfortunately what you are looking for falls between levels 1 and 2. We don't currently have a level where you can see custom reports but not create or edit them.
 
I've added this concept to our list of product suggestions for consideration in the future.

I completely agree. I have reports that I want people to use but too often someone thinks they are changing their view of the report and changes it for everyone.
 
Breaking the permissions into a 1a and 1b as explained by Steve is likely the easiest answer. Of course, I saw the request for folders in custom reports which would be for permissions at the folder level.
